Adds an underline to links in callout blocks to make it more obvious that they are links.
Motivation:
It's really difficult to tell that there are two links here.
For UX reference, see Affordances.
Currently, there are no affordances on these links other than the verb in the text suggesting an action.
This PR adds an underline to the links to make them appear more like links.
